El derecho deportivo, concebido como tal, es un conjunto normativo de carácter transversal que afecta a casi todas las parcelas jurídicas. No es de extrañar, por lo tanto, el que Derecho del Deporte encuentre cada vez un mayor protagonismo en el mundo asociativo de las federaciones deportivas nacionales, ligas profesionales así como en las relaciones con las distintas administraciones públicas. El fútbol, como deporte rey entre todos los deportes, suele convertirse en la locomotora que tira del resto de vagones y, precisamente, en el fútbol aficionado, también denominado fútbol formativo, se sustancia ahora una interesantísima batalla legal acerca de las diferencias entre percepciones salariales y compensaciones de gastos, derivadas de la Ley 14/2013, de 27 de septiembre, de apoyo a los emprendedores. Pretenden el legislador y el poder ejecutivo regular una situación anómala a la que sólo puede hacerse frente legalmente desde la controvertida figura del voluntariado. Los colaboradores aficionados que perciben pequeñas compensaciones de gastos para combustible o para abonar los bocadillos de los jovencísimos deportistas con los que trabajan no parecen constituir un salario que responda a ninguna relación laboral sino a la necesidad imperiosa de ayudar en las zonas más modestas. Seguramente, la Seguridad Social, como en otros casos concretos, comunidades agrarias, sin ir más lejos, contemple la especificidad del fútbol aficionado y de sus voluntarios y desinteresados ayudantes.
